On 16 September 2020, Qingdao Urban Investment Group and Nanshan Holdings held a strategic restructuring and handover ceremony for Qingdao Airlines Co., Ltd. Witnessed by the Qingdao State-owned Assets Supervision and Administration Commission, the Qingdao Administration of Civil Aviation and other relevant parties, as well as Qingdao aviation cadre and employee representatives, Qingdao Airlines has officially transformed from a wholly-owned private aviation enterprise to a wholly-owned state-owned enterprise, starting a new journey of development.

Only one year after its establishment, the equity of Qingdao Airlines changed.

After the change, Qingdao Transportation Development Group Co., Ltd.'s equity was changed from the original 25% to 0%, and Qingdao Urban Investment's equity was changed from the original 0% to 25%, becoming one of the shareholders. However, in July 2015, Qingdao Urban Investment, which became a shareholder of Qingdao Airlines, transferred its equity to Nanshan Group only one year later.

In December 2019, Qingdao Urban Investment Group and Nanshan Holdings and its affiliates signed the "Aviation Sector Acquisition Framework Agreement" to acquire related assets in the aviation sector, including Qingdao Airlines.
